The real story emerges in a series
of desperate wireless messages sent out by police and intelligence field staff
positioned at the Sola Civil Hospital and other locations on February 27 and
28, 2002. The wireless extracts, annexed to a protest petition filed against
the SIT’s closure report by Ms. Jafri in a local court, show the following.

Minister during the encounter killing. "The CBI has also been arguing

Shah and that the case should be transferred out of Gujarat where it may be
subject to interference.[23]

between India-Pakistan on Dec 28, 2012 in Ahmadabad alongside Narendra Modi. He

There is growing backlog of posts
reserved for dalits in the state government. Instead of filling these posts,
efforts are being made to cancel them, claimed Gohil.
According to Gohil, records of the
last five years showed that budgetary provisions for dalit-centric projects
remained unused.Commercialisation of education also has created a situation
where dalits cannot afford education which is dominated by self-financed
institutions.

Dalits were like mentally retarded children.

10 ANTI POOR and ANIT MUSLIM
There are plenty of indicators to
prove that Gujarat under Modi has no place for minorities. Several recent
reports and analyses show that the Muslims of Gujarat are among the poorest and
most discriminated against community in the country. Additionally, the
employment of tactics such as amending laws to suppress the community
establishes Modi’s agenda.
We found that in 95% of the cases
there is acquittal due to negligence and hostile role of government pleaders.
In most of the remaining 5% cases the accused are punished under provisions of
the Indian Penal Code and are acquitted under the SC/ST Prevention of
Atrocities Act. In many cases severe strictures are passed by courts and
directions are issued for action against erring officials for negligence in
cases of atrocities on Dalits and Adivasis, but instead of taking any action
against them they are rewarded with promotions.
We made several representations to
the Gujarat government in this regard but no action has been taken. The
government has not filled up the numerous posts for Dalits that are still lying
vacant. Even in the SC Welfare Department of the Gujarat government, which is
meant to be the apex government department working for Dalits, there are many
such vacant posts. For instance, the Department has been sanctioned 23 PSI
class III officers, but only 2 posts have been filled up. While there are meant
to be 185 Inspector Class III officers there are only 83. In the Junior
inspector Class III grade there are supposed to be 40 posts but only 17 have
been filled up.
There is a more basic point to be
made that involves understanding how our Westminster parliamentary democracy
works. Asking whether respondents support one or another individual for PM may
be of interest, but there is no guarantee that people will actually vote on
that basis.
In our model, unlike a presidential
system, voters elect members of Parliament, and the national election is an
aggregation of individual contests across constituencies.
